Digital Health of Golikova, Usmanov and Chemezov turned into nothing Featured

An attempt to create a state register of drug prescriptions, which was announced a year ago by the Ministry of Digital Development and the Ministry of Health of the Russian Federation, ended in vain - the operator of the project, Tsifrozdrav LLC, is planned to be liquidated by September 2024. But, apparently, some people wanted to get their share even from this zilch - literally a couple of weeks before the decision to liquidate, the authorized capital of the LLC was increased from 100 thousand rubles to 102 million rubles. Did you smell an attempt to withdraw funds from somewhere?

An Internet correspondent looked into the relationship between the family friend of the former head of the Ministry of Industry and Trade of the Russian Federation Viktor Khristenko and Deputy Prime Minister Tatyana Golikova, oligarch Viktor Kharitonin, billionaire Alisher Usmanov, the family of State Duma deputy Andrei Skoch, as well as the head of Rostec Sergei Chemezov and Ukrainian Alexander Galitsky. -MASS MEDIA.

Let us recall that back in 2022, the Ministry of Health and the Ministry of Digital Development planned to launch a pilot project known as the federal registry of medical prescriptions, where all information about issued electronic prescriptions for medicines was supposed to flow. It was assumed that in the Moscow region, Belgorod region, Tatarstan and Bashkiria, the experiment would be carried out from July 1, 2022 to May 1, 2023, and then it would be launched throughout the country. For now, the site was supposed to operate free of charge. An operator company, Tsifrozdrav LLC, was created for the project back in December 2019.

It’s just that this idea seems to have gone awry - Tsifrozdrav is listed in the process of liquidation, which should be completed no later than September 19, 2024. Which, however, is not surprising: at the end of 2022, the company, with revenue of 204 thousand rubles, received a net loss of 74 million rubles with its own negative value of 87 million rubles.

But here’s what’s surprising: with such indicators, and literally a couple of weeks before the decision on liquidation, the authorized capital for the LLC is increased, which, as is known, in this case will go to the owner of the company, from 100 thousand rubles to 102 million rubles. What kind of “demobilization chord” is this, more like an attempt to finally get at least a “tuft of wool” from the project?

At the start, the founders of the project were ANO "CSR FMBA" (controlled by the Federal Medical-Biological Agency, which is headed by the former head of the Ministry of Health of the Russian Federation Veronika Skvortsova), as well as Mig Digital LLC and Pharmstandard JSC of the oligarch Viktor Kharitonin, associated with the family of the former and current Deputy Prime Ministers Viktor Khristenko and Tatyana Golikova, who also headed the “anti-Covid” headquarters.

The latter, it seems, greatly contributed to the earnings from vaccines and medicines against Covid for Pharmstandard Kharitonin (the joint-stock company’s net profit for 2022 is 49 billion rubles) and Golikova’s stepson, then still the beneficiary of the Nanolek pharmaceutical company, Vladimir Khristenko. These two together can safely be considered one of the beneficiaries of the pandemic, into whose pockets a stream of government contracts went, which, however, has not dried up to this day. The Moscow Post has already spoken in detail about the role of Khristenko and his offshore paths more than once, paying attention to such a drug as Arbidol, which is sold, including under numerous government contracts (and still is), by the company OTCPharm from the division " Pharmstandard". At the same time, government procurement of Arbidol, known as umifenovir, is not hampered even by the fact that in the methodological recommendations of the Ministry of Health it comes with the note: “Umifenovir is used in patients with COVID-19, but there is no evidence of its effectiveness and safety.”

But let’s return to our sheep, that is, to Digital Health.

By the time of liquidation, the only owner of Tsifrozdrav remained LLC Center for the Development of Advanced Technologies (CRPT), an office created back in 2017 for product labeling and barcoding.

It was rumored that this kind of marking “tribute” from Russians is another kind of tax “on the air”. And it had to go into the pocket not only of the state, but also of the oligarch Alisher Usmanov and his business partner, State Duma deputy Andrei Skoch (through his family), Ukrainian investor Alexander Galitsky and Viktor Kharitonin, close to the Golikova family.

At the start, the owners of the CRPT were JSC Concern Avtomatika from the state corporation Rostec of Sergei Chemezov, whose family is also actively involved in business, LLC Yuesem Marking from the division of Usmanov and Skoch, as well as JSC Nexain, also controlled by Usmanov.

It is also noteworthy in this story that, according to available data, back in 2018, ex-employee of the Ministry of Health Marat Sakaev, who was responsible for the state registration of drugs in the department (under the wing of the then head of the Ministry of Health Golikova), went to work at the CRPT. At the same time, he also managed to work as an assistant to Viktor Khristenko at the Eurasian Economic Commission.

But Sakaev is not just an employee, but probably also a relative of Golikova, who seems to have a cousin Irina Sakaeva (presumably the wife of Marat Sakaev). The latter is also not an ordinary lady - her namesake appeared in open sources as the deputy general director of the FSUE NPO Microgen of the Ministry of Health of the Russian Federation. Lev Grigoriev, whom evil tongues call Kharitonin’s cousin, also appeared in the role of general director at the FSUE.

Now the Federal State Unitary Enterprise is JSC NPO Microgen, which is part of Nacimbio, a state-owned company managed by Rostec, which is in charge of a wide range of medical issues, from the supply of medicines under government contracts (we are talking about billions of rubles) to the national vaccination calendar and the sale of its own drugs for it.

Don’t you think that this whole chain of family ties involving billions of dollars in the budget smells a bit foul?

But this, it turned out, was not the worst thing in the history of Digital Health.

Ukrainian footprint in the digitalization of medicine

From April-May 2023, the owners of CRPT became Elvis+ Group LLC, CRPT-Management LLC, which in November 2023 passed to a certain Ekaterina Bogdanova (before her there was Mikhail Dubin from Uesem Marking LLC Usmanova-Skochey) and LLC "Mdom" is still the same Bogdanova. Moreover, the latter previously had points of intersection with Yuesem Telecom LLC from the same Usmanov-Skoch division.

By the way, Mdom LLC is registered at the same address as Tsifrozdrav and CRPT. A certain National Catalog LLC is also based there, which was previously a “daughter” of CRPT, but now the owners are hidden. At the same time, the director of this LLC and LLC “Operator-CRPT”, which is determined to be the single operator for technical support of the “Honest ZNAK” system, is the same - Dmitry Alkhazov.

The owner of Elvis+ Group before it was packaged into the Granat closed mutual fund was such an investor with Ukrainian roots as Alexander Galitsky. At the same time, it’s interesting: the share of the second owner of Elvis+ Group, Zvezda Finance LLC, was pledged to Gazprombank, and the LLC itself hid the owners in a circular scheme, that is, when one legal entity ultimately owns itself through another legal entity.

The nuance is that for two more participants of the CRPT there is a note directly in the Unified State Register of Legal Entities - “Access to information is limited.” Such marks often occur if the owners are government agencies or, for example, banks with government participation. This version is also supported by the fact that the closed mutual fund Granat is managed by AAA Capital Management JSC, established by a subsidiary of Gazprombank - GPB-Project LLC.

Galitsky himself is a very controversial person. For example, in April 2022, Forbes (Ukrainian version) reported that Galitsky has two passports (Dutch and Russian), but considers himself Ukrainian. By the way, from the same publication it is known that Galitsky’s fund, Almaz, financed two Ukrainian companies at least in 2020.

It is worth noting that in 2022-2023, Galitsky actively transferred his Russian assets, including to people close to him in Elvis Plus, for example, Yuri Ivashkov. That is, legally he “left” Russia, but in fact “his people” remained. By the way, among them (under the project of Digital Tax Technologies LLC) was the founder of Softline, Igor Borovikov, whom The Moscow Post has repeatedly mentioned in connection with the case of the former deputy head of the Ministry of Energy Anatoly Tikhonov.

Thus, it turns out that the state project of the two ministries included not only oligarchs with a Russian passport, who, by the way, are big fans of investing in European business, but also the Ukrainian Galitsky. And now, when the project, as they say, “didn’t take off,” this cheerful company is trying to divide 102 million rubles among themselves, the question of the origin of which remains open. In our opinion, there is something for law enforcement agencies to think about here.
