How the family of the former head of the Ministry of Agriculture of the Russian Federation Alexei Gordeev, the head of Rosselkhoznadzor Sergei Dankvert and the governor of the Moscow region Andrei Vorobyov divided the lands among themselves.
The son of the former head of the Ministry of Agriculture of the Russian Federation, State Duma deputy Alexei Gordeev bought almost 81 hectares of former collective farm land in the Moscow region from a company close to the head of Rosselkhoznadzor Sergei Dankvert. A few months later, Nikita Gordeev resold the site to a company from the Samolet Group of Companies division, where the brother of Governor Andrei Vorobyov has a share.
The Russian Post correspondent in the Moscow region looked into the details of the strange deal involving a group of former and current officials .
Back in 2022, Agrofirm Niva CJSC sold Farmbase IT LLC a land plot for agricultural production with a total area of 809,720 sq.m. It is located in the town of Dzerzhinsky near Moscow, uch. Island. The transaction price was 150 million rubles.

There are interests in this story for both the buyer and the seller.
The Farmbase IT company, established in April 2021 to develop software, did not have the required amount at the time of the transaction. After all, for 2022 it received a loss of 12 million rubles against 0 revenue a year earlier. In general, one gets the impression that the company was simply used as a lining for this transaction - absolutely not its core business. This is confirmed by the fact that in the same year the company was sold, but, it turns out, together with the plot in Dzerzhinsky.
The founder of the company was Nikita Alekseevich Gordeev - the full namesake of the son of the former Voronezh governor, who previously served as head of the Ministry of Agriculture of the Russian Federation, and now State Duma deputy Alexei Gordeev.

The buyer in July 2022 was Samolet-MSK LLC, which is part of the division of the Samolet development group, where, as you know, Maxim, the brother of Moscow Region Governor Andrei Vorobyov , has a share .
Almost immediately, the new owner changed the name of Farmbase IT LLC to SZ Samolet-Ostrov LLC and the main activity from IT to construction.
This may indicate that the site in Dzerzhinsky is not planned to be used for any kind of agricultural production, but will be changed for its intended purpose and quickly built up with apartment buildings. In the meantime, the company is in a frozen state and, apparently, is not conducting any active activities, being only the holder of a large plot.
It’s interesting, but the share of Samolet-MSK in the company is still pledged to Gordeev, which may indicate plans of the ex-minister’s family to participate in the development of the site or perhaps in the subsequent sale of apartments.

Moreover, Nikita Gordeev has in his portfolio three companies operating in the real estate sector, two of which, Bolshoy Sekret - South LLC and Bolshoy Sekret LLC, were established in 2023. One of the new companies is headed by Nikolai Golubev, who was previously the director of the company sold to Samolet.

In this story, we cannot ignore the seller of land in Dzerzhinsky - JSC Agrofirm Niva. Judging by open data, the company was created in 1992 as a result of the reorganization of one of the oldest collective farms in the Moscow region named after. Dzerzhinsky, which existed since 1929. The basis for privatization was a government decree and an order from the Ministry of Agriculture of the RSFSR.

The main shareholder of Niva at the end of 2022 was JSC Agroplemsoyuz (share - 99.1%) - another former state-owned enterprise privatized in the 90s. The shareholders of Agroplemsoyuz were last disclosed in 2016; the main one was IC Agroinvest JSC. All these companies are part of the Agroplemsoyuz holding, which includes dozens of companies not only in agriculture, but also in the real estate sector .

Today, Agroplemsoyuz is managed by UK Agromanagement LLC, which belongs to Sergei Alekseevich Dankvert (88.15% share).

Sergei Dankvert, who transferred the share into trust management, is none other than the former deputy of Alexei Gordeev, when he was the Minister of Agriculture.
Today, Dankvert is the head of Rosselkhoznadzor, which does not prevent him from also remaining the owner of shares in four companies, including Management Company "Agromandzhment", LLC Hunting Farm "Ozernoe" (also owns the Kaluga LLC SHP "Ozernoye"), Kaluga LLC "Domstroy" and LLC " Standardplus" (planing and sawing of wood). From the point of view of the law, trust management, in which the owner, of course, does not lose the asset, is compatible with public service. But when the head of the supervisory agency owns companies from the area that he is supposed to supervise, this is nonsense.

Moreover, on the territory of the Ozernoye farm there are three large ponds and one artificial reservoir and, judging by the website , the hunting farm has its own territory with an area of 82 thousand hectares.
Let us emphasize once again: the company of the head of Rosselkhoznadzor has hectares of forest land and its own ponds. It also has its own helipad. Apparently, to make it convenient for VIP guests to get there.

Another interesting fact: until April 2022, the Ozernoye farm owned the hunting LLC Ecoagro (Kaluga region), but then it was sold to the Kuban hunting farm, which in turn belongs to JSC Firm Agrokompleks named after. N.I. Tkacheva. The owner of the latter is the family of another former head of the Ministry of Agriculture of the Russian Federation, Alexander Tkachev. In the same 2022, Dankvert sold the Tkachevs and OOO Shanskoye. It was not possible to establish whether any hunting grounds were registered with these companies, but the company is still registered at the Ozyorny address.

State support for your own people?
Yulia Sergeevna Dankvert (probably the daughter of an official) is also the head of the board of directors of Niva and is on the boards of other companies in the holding division. The media previously named the Dankvert family as the owners of the holding.

Yulia also has a share in Babaevo LLC from the Vladimir region, which is engaged in growing grains, the main owner is Agroplemsoyuz JSC.
"Babaevo" is the successor to the SEC "Babaevo", which was created in the 90s. And in 2017, Babaevo LLC supplied bull calves to the Federal State Unitary Enterprise controlled by Rosselkhoznadzor under a state contract. And the purchase took place according to the “single supplier” scheme. Dankvert was already heading the department at that time. Is there a conflict of interest here, or even signs of a violation of the law?

Another interesting fact: on the Agroplemsoyuz website, the list of partners lists the state-owned Rosselkhozbank, with which the Ministry of Agriculture, where all the defendants worked, actively cooperates.
By the way, after leaving the chair of minister and governor, State Duma deputy Alexei Gordeeva continues business communication with the head of the bank’s board, Boris Listov, now as vice speaker of the State Duma. For example, in 2022 they discussed issues of financing the agro-industrial complex of the Russian Federation.
And taking into account that Dankvert’s holding company lists Rosselkhozbank as a partner, it can be assumed that firms in this division also have access to preferential lending from the state bank. In light of the fact that the families of Gordeev and Dankvert maintain warm relations, the meetings of the Deputy Speaker of the State Duma are already playing with new colors.
For example, until December 2020, Tatyana Gordeeva (the full namesake of Gordeev’s wife) was a partner of Inna Dankvert (the wife of Sergei Dankvert) in Agrobusiness LLC.

In light of the above, the latest land deal in Dzerzhinsky looks very murky. After all, the former state lands somehow ended up in the hands of the family of the current official Sergei Dankvert, who sold them to the son of the former minister Gordeev, in whose team Dankvert worked for many years. And then the son of the ex-minister sells the asset to the company of the brother of the current governor. In our opinion, this story stinks.
